When Scenario Navigator crashes on startup, before a window was opened then most likely the registry permissions are not set correctly.

To correct the registry permissions (in Windows XP):
- Login to MS Windows as a user with Administrator rights.
- Start regedit (click Start menu, click Run ... , type regedit)
- In the tree to the left expand My Computer, HKEY_LOCAL_MACHINE, SOFTWARE, Systems Navigator, Scenario Navigator.
- right click on Scenario Navigator and select "permissions" from the popup menu.
- In the dialog window select the user that you want to grant access and check "Full control".
- Click OK, and close regedit.
Next, log out as Administrator, log in as the selected user in MS Windows and try to run Scenario Navigator.
